The increases your instruction is describing are the ones I learned as "lifted increase" where you make the increase in what is basically the stitch below. To make an increase on the right side of an existing stitch, instead of knitting the loop on the needle, you knit into the loop immediately below and then knit the loop on the needle.

To make an increase on the left side of an existing stitch, you first knit that stitch, then you use your left needle tip (assumes you work stitches off your needle from left to right) by inserting it into the loop that is two rows below. The reason it is immediately below when the increase is made on the right and two rows below when made on the left is that for the former you make the increase before you work the stitch. For the latter you make the increase after working that stitch.

If this is all too confusing to you, I would use whatever increase you like to make.

Were you just copying those portions of the instructions that referenced the increase? If not, your increase row direction is strange to me since you are doing neckline shaping and I didn't see any separation in the stitches for the neckline opening.

KT, thanks for your patience. inc1st at each neck edge [every 4th row] 10 times AND [every other row] 11 times. What inc is every 4th row and what inc is every other row ? I hope this helps

Apparently you are doing increases on both ends of your row so the first increase will be the lifted right increase and the second increase will be the lifted left increase.

This is how you are supposed to do the increase rows:

k 1, k 1in row below next st, knit next st, work to last st, k 1 2 rows below last st worked, k 1.

Do an increase row, work 3 rows plain and then another increase row on the 4th rot. You do this 10 times and then after your 10th increase row, you will work one plain row and then one crease row. You will do this 11 times.
