Color Change/Finish off?

I am starting a two color granny square. The directions say to finish off and change colors at the end of each row. So am I to cut the yarn each time? What exactly is Finish Off?

Finish off means end off. At the end of each row, cut the yarn color you are working with do a slip st to end the row, and weave ends in or when you tart the new row with the new color, you can work over the ends. At the end of the square, "finish off" the color you are working with and weave in any loose ends. It is always best to take care of the ends as you go along so you won't have to deal with a mess of squares with loose ends when you are assembling your afghan.
