please help me with this pattern(skirt)

the pattern says that Skirt is worked in rounds.

Round 1 (Right Side): Ch 3 (counts as dc here and
throughout), dc in each ch around;

after i make ch3 what i have to do? where i have to put my hook? in to the second stich?or i have to skip the first stich and work in the second so i count the ch3 as dc?



A double crochet counts as an eqiuivalent of 3 chains, so you insert your hook into the fourth chain from the hook on round 1. Chain 3 at the end of round 1 brings your work to the height of the next row and counts as the first stitch, so you enter your hook into the second stitch after chain 3 (skip the first stitch).
