Slip your stitches purlwise -- that is put your needle tip into the stitch as if you were going to pull it. Then knit the next stitch -- your working yarn will be stranded across the back of the stitch you just slipped.

This is a popular heel stitch pattern which pulls the heel flap in slightly and provides some additional padding with the strands of yarn across the backs of the slipped stitches.

If on the knit rows you alternate which stitches you slip, you create what is called the Eye of Patridge stitch.

So for example, Row 2, is **sl1, k1, repeat from **. For Row 4, it would be sl2, **k1,sl1 to end of row. Row 6, repeat Row 2, Row 8, repeat Row 4.
