This is how I read your instructions. Skipping the first two stitches as they present themselves on the holding needle go to the 3rd stitch and insert your needle into the front part of the loop and work a knit stitch. Pull your yarn through for the new loop on your working needle point but that third stitch loop remains on your holding needle. Then knit the first stitch drop it off needle, knit the second stitch, drop it off needle and then slide the third stitch off . This would transfer that third stitch so it is now to the right of the first and second stitches.

As to the remainder of the instruction, I believe the "hook" is in reference to a cable hook. Since they have you using a cable hook for the second half, I don't know why the instructions didn't tell you to slide the first two stitches onto the cable hook, hold it in back of your work, knit the third stitch then knit the two stitches off the hook.
