PSSO is an abbreviation for a left leaning decrease. You slip the stitch knitwise, work the next stitch and then pass the slipped stitch over the top of the worked stitch. The slipped stitch is not in reference to anything done on a previous row.

As to your second question, what your instructions are telling you is that when you come to a stitch that presents itself as a knit stitch -- looks like a V -- you knit it. If it presents itself like a purl stitch -- a little bump below the needle -- purl it. This type of instruction requires you to read your knitting, which is a good skill to begin cultivating. <smile>
