You are creating an edging to an existing shawl, correct?

If I read what you posted as instructions correctly, it sounds as if you are creating some picots that are 3 stitches wide and since you did not indicate any increases in Rows 2-5, you will be reducing down the total number of cast-on stitches by all of those "bind off 3 stitches" that you will be doing.

How are you attaching this edging to your shawl? If you are attaching it to your shawl at either the cast-on or bind-off edge, the line will be hidden by your seam.

In knitting most bind offs do not match cast-ons very well. The two closest matches that I have found has been matching a crochet cast-on with a standard bind-off, and the sewn bind-off with a backward loop, or the long-tail cast-on. There is also the tubular cast-on and cast-off, but I don't think this would look very nice for edgings.
