"Trying" to knit a sweater... ya right..lol

I thought i could try something different than doing blankets for everyone i know and im just stumped. Looking at this pattern is driving me crazy. It's not a hard pattern only an"easy" pattern, but im still stuck. It is for a hooded sweater. a free pattern from bernat.com

It states this for arm hole shaping...Cast off 5 sts beg next 2 rows. Dec 1 st each end of next 4 (4-5-5)rows. 73 (83-89-95)sts.

ok... so when it states cast off... does that mean 'COMPLETELY" cast them off.. so those stitches would be finished.. never to be knitted again.. and i do that for 2 rows.. (so that would mean 5 stitches are coming off each side or the garment... correct??
Dec (decrease 1 stitch) off each end for the next 4 rows... got that part... but what does this 73 sts mean.. is that how many stitches i have left??

Then the next line in the pattern says:

Work 0 (0-1-1) row even

What does that mean... work what??

Sry... i know many are shaking their heads.. im sure i would be too if i actually understood what is it this means... have a couple more question.. but i will start with this for now... Any help with be muchly appreciated.
