Dear Twister Maiden,
73 does indeed refer to the number of stitches left after the change made in the previous row or rows. Here it would refer to after the decreases.

Parentheses can contain stitch, row, or length measurement differences for different sizes. This pattern covers four sizes. 0 (0-1-1) tells you that for the two small sizes you do not work a row even,(without increases or decreases) but for the two larger sizes you work one such row.

Keep asking a few questions at a time, and soon you will confidently read any pattern.
