Resizing Crochet Pattern

I'm making a hat and scarf for my daughter for Christmas and I now have a granddaughter who's almost 4. I want to make them matching sets. How do I size the pattern down to fit my granddaughter? I suppose I could just cut it down about 3/4 but I want to do it correctly. The hat is chain 84 with 20 rows. Thanks for any help anyone can give me.
