I couldn't find this poncho pattern on the Craft Yarn Council's list of crocheted projects.

You have the correct idea that you would repeat Rounds 2 and 3. However, I can't figure out Round 26 since your instructions tell you to repeat Rounds 2 and 3 until there are 20, 22 or 24 dc between each shell presumably for working 3 different sizes yet Round 26 seems to assume there are 23 dc's between the shells.
