I don't have the book that pattern is in but if you google it you will see people complaining they left out the cluster instructions and the suggestion was to contact coats and clark about that.

called Granny Crochet Favorites and the free pattern sheet. The book is worded a little different than the free sheet. I have a picture of a square worked up to Rnd. 7 that I kept for color matching later.

In the book abbreviations are:
YO--yarn over
dc cluster--double crochet cluster (yo 1 time)
trc cluster-- treble crochet cluster (yo 2 times)
dtrc cluster--double treble crochet cluster (yo 3 times)
What you end up with is a trc cluster ,dtrc cluster, trc cluster in the corners and 2 dc clusters in between.
