If this is at the end of the instructions for the first round, it doesn't mean to do anything. It is simply telling you that you will essentially have 8 double crochets with 8 chain-2 spaces in between when you finish the round. (Your first chain-3 stands in as your first dc.)

This is a way to let you count and know that you are on track.
