Okay, I'm in sync with what KT has told you.
But I want to clear up a basic misconception if you, in fact, have already worked one row of stitches into your chain.

No, you do NOT work a dc after you chain-3. The instructions are telling you that the chain-3 is standing in for a dc, The next stitch is a sc which is worked into the dc from the previous row. Then the pattern alternates one dc, one sc across the row, ending with a dc for symmetry.

If you look at the top of the last row, you will see that it looks like a series of chains.To work into a particular stitch you insert your hook under the entire "chain" (i.e. the top part) of the stitch on the last row, pull your yarn through and finish your stitch. If you are working a dc, wrap your yarn around your hook before inserting. By working dcs over scs and vice-versa you will get a little ripple effect in your fabric. This is very evident if you are using more than one color.
