Shell Pattern Problem

Hello all. I am sort of new to crocheting. I have done seveal successful projects but am getting frustrated with this shell pattern I am doing for a baby blanket.

First off,here is the link to the pattern I am using:

So I guess my question is concerning Row 2 of the Shell Panel. I did this whole 50 rows of shells and thought I did it right. When I then began on the Edging I think I am mistaken. My row of shells are 3dc, 3c, 3dc; then 3c for a turning chain. THen I flipped the fabric and did the same again. But when I went to fill in the next row I believe I should have a turning chain connecting on both sides insted of just the one. From what I have given, does anyone have any suggestions on what I am doing: right or wrong. If it would help I can e-mail a pic of what I have done... but don't see how to do that here.

Any help would be great!
