If I am reading what you posted of the instructions correctly, on Rnd 2, you do not ever work in the sc done in Rnd 1 -- you do all your work in the ch-5 loop. When I tried working the Rnd 1 sc in Rnd 3, I found it helpful to think about putting my hook in between the last sc done in one ch-5 loop and the first sc in the next ch-5 loop. This helped me to see the top of the Rnd 1 sc which I worked just like I would normally work through both loops of the sc.

Some of these rose patterns have you do a round of petals into the front part of loop of the previous round stitch, and the next layer or round of petals in the back loop.
