Here's how I would do it: Whenever I draw up a long loop, push it to the inside of the bootie and work the next rounds (different colors) in front of it so the loop doesn't show on the outside.

On round 4, reach the hook over the previous 2 rounds (that is, from the top, into the opening) to the inside and pick up the long loop in color A. (Be careful not to twist or tangle it with the other long loops.) Adjust the size if necessary, so it comes up just tall enough to match the top of the previous 2 rows. Then locate the color A yarn (also on the inside), ch 1 (which brings you to the height of a sc) and work the round as instructed, in front of the other long loops. The original long loop should be on the inside and covered by the previous 2 rounds.

I hope that makes sense. It would be so much easier to show rather than try to explain.

I suppose round 5 is similar with color B, and round 6 with color C. Once you get it to work for one, it will be the same for all the others.
