Basically the instructions are having you make two dc which you decrease into one stitch.

You first do a ch-3 in the ring that you just completed to raise your work up to dc height. Then go ahead and do a regular American dc then do a ch-2.

Now, you have one loop on your hook, yoh which gives you a second loop around your hook. Insert your hook into the ring, do another yoh which gives you 3 loops on your hook. Now draw your yarn through 2 of the 3 loops. 2 loops left on your hook.

Do a yoh again, so you now have 3 loops on your hook. Insert hook into the ring and do a yoh so you now have 4 loops on your hook. Draw your yarn through two loops -- you now have 3 loops left on your hook. Now draw your yarn through all 3 loops.
