Not to jump into KT's explanation, but I would like to make one little comment to you.

A ch 1 means to simply chain one. A ch-1 is a whole different thing. The "-" (dash) refers to something different. It is referring to the chain you began with or a chain one space on the previous row. You'll see a ch-1 quite frequently as KT told you, but it doesn't mean for you to chain one.

"end 2 scs in sl st of previous rnd." Explanation: You joined with a slip stitch in the ch-1, now they are telling you to end this round by making 2 single crochets in that slip stitch of the previous round. 2 more stitches + 26 gives you the 28 scs. God bless.
