How to make a Ruffle Edging

Hi! I am making a ruffle edging and need some advice on how to do it.

I started by changing to a larger hook.
The next round I increased 1 stitch after every 4 stitches.
It is ruffling.

Now I need to know if I should just keep going with this number of stitches OR do I need to continue making increases on the next round?

If so, do I need to keep on increasing in every round after that?
