I don't have that particular book, but when you look at the ruffle in the illustration, does it appear to be stockinette stitch or garter stitch? Sometimes editors just don't catch an obvious mistake. I have a brand new doily crochet book from a respected, old company and two of the pictured doilies have centers which look very different when you follow the directions.

That said, whether you are working stockinette or garter you still have the row on which you are working and the previous row. It won't look the same as the illustration, but you can still insert your needle into the stitch below to increase. It's just that the loop of the stitch will be facing you rather than facing the other side of the fabric.
