picking up stitches/knitting twisted

I am a beginner knitter who can knit a scarf; now I am trying to knit a booga bag. I know how to cast on and knit the bottom of the bag, but when the directions say "pick up and knit twisted 16 stitches," I don't know what I'm supposed to do.
