Help with Bernat Crochet Pattern

Hi, I've been working on this baby dress and have become confused. Can someone help?

The pattern states: Sl st in first 2 sts. Ch 1. Pat to last 2 sts.Turn. Leave rem sts unworked (47)sts.

Next row: Ch 1. sc2tog over first 2 sts. Pat to last 2 sts. Sc2tog over last 2 sts.(41)sts.

Does this mean, 1st row: sl st first 2 sts, ch 1 and repeat to end or sl st first 2 sts. ch 1 and then continue with stitches from previous row?

Please help me!
