knitting scarf for child

I am trying to knit a scarf for a child. I would like to begin and end with a ruffle but I do not know which stitch is not going to scrunch in lots when finished and make the body of the scarf too narrow. Any suggestions? I am open to knitting lengthwise or crosswise and am knitting in a light knitting worsted acrylic yarn. Thanks.
