How to "finish off"

This is my first crochet project: a baby blanket. I began with 197 chains. Then I followed the instructions for Row 1 (chains, double crochets, and increases) until the very last part which says, "finish off: 91 dc and 90 chs." Does this mean 91 dc's with a chain in between each one? It doesn't tell me where to stitch the dc's so I don't know where they attach. If someone could help me with this I'd really appreciate it!
