I don't have an exact crochet-copy of the knit feather-and-fan pattern, but you can probably find something similar by checking the following books by Jean Leinhauser, from American School of Needlework:

101 Ripple Stitches [contains knit and crochet], ISBN 0-88195-763-3
[Of the 3 books, this is most likely to have what you're looking for.]

101 Crochet Stitches, ISBN 0-88195-693-7

101 Stitches for Afghan [all crochet], ISBN 0-88195-763-1
