Double Base Chain Stitch > is what it is called.
I like to use this Double Based Stitch instead of changing hook sizes.
The Squares I make do look much more even .
This stitch also makes for a nicer beginning row look !
It matches the last row.
Try it and see for yourself.
In 2005 Becky posted a site that no longer shows the pictures or the pattern,
BUT I found this info on the Lionbrand site in 2006 >
This Stitch is used in several of the Lionbrand Patterns with this name >

STITCH EXPLANATION:
Base Ch/Sc
Start with a slip knot, ch 2, insert hook in 2nd ch from hook, draw up a loop, yo, draw through 1 loop, yo and draw through 2 loops – 1 single crochet with its own chain at bottom. Work next stitch under loops of that chain. Insert hook under 2 loops at bottom of the previous stitch, draw up a loop, yo and draw through 1 loop, yo and draw through 2 loops. Repeat for length of foundation.
Note This stitch creates a foundation with more stretch than usual.
