problem with directions for afghan square

I am teaching myself to crochet and am having difficulty with a pattern I chose. It is for a Sweet Pea Afghan from the Lion Brand website. I made the ring and now have to add the next round which is suppose to come out in 4 sections. The directions are as follows: Join B (new color) with any sl st in any ch-1 sp, ch 3, (2 dc, 2 ch, 3 dc) in same sp, *ch 1, (3 dc, ch 2, 3 dc) in next ch - 1 sp, rep from * 2 more times, ch 1; join with sl st in top of beg ch. Fasten off B.

First problem is with beginning sl st. It just kind of sits there and gets in the way when I am trying to do the other stitches. Also, I don't know if the - in the directions means anything or just puts a break between the stitches. I don't end up with 4 sections as the picture indicates.

Any ideas about what I might be doing wrong?
