To follow up on MH's suggestion, chain loops seem to be the basis of the first row and then (on the lower edge) chain-loop mesh (just another row of chain loops worked into the spaces of the first row) makes up the foundation. The very outer edge of all the "lace" is made up of fringe. This type of fringe can be made with a loop stitch or long sections of chain loops.

Any book of basic crochet stitches will give you directions for all these stitches. Or do a google search; there are a lot of sites that give detailed instruction for basic stitches.

Do you already crochet? This will take quite a while. The chain loop and mesh foundations will go rather quickly, but the fringe is time-consuming.
