Beginner needs help with a Caron pattern

The pattern I am "trying" to use is Soft Shells Baby Blanket. It is created with "shell" panels.The directions I do not understand are in Row 2 (very important). It is as follows:Row 2: Ch 3 (counts as dc), in the ch-3 space of previous row, work (3 dc, ch 3, 3 dc) dc in last st (turning ch-3 of previous row), turn. Repeat Row 2 for a total of 50 shells.The part which I do not understand specifically is (turning ch-3 of previous row), turn.Try as I may, I cannot get the "shell" pattern to look like the photo.

I assume that you understand about the 3dc, ch-3, 3dc in the ch-3 space created on the previous row.  These ch-3 spaces should line up so that as you work the 3dc, ch-3, 3dc in the previous row, you will be stacking your shells on top off each other.In order to get this stacking to work, every row begins with a ch-3 (to bring you work up to dc height) and ends with a dc, which is done on top of the ch-3 of the previous row.
