If you put knit bib pattern into Google, you will get various sites with patterns. Also, if you are a member of Ravelry.com (membership is free), they have a huge pattern data base which includes baby bibs.
You can knit a rectangle for the bib portion and then cast on stitches for one side of the tie, pick up stitches along one side of your rectangle, then cast on more stitches for the other side of your tie. Knit as many rows as you want your tie to be wide, cast-off, and you there you have a simple baby bib.
