What does this mean

I cannot figure out what this pattern is saying "working in front of next ch-1 sp, dc in skipped st 2 rows below" http://www.caron.com/projects/ss_chunky/ssc_crochet_elf_slippers.html

This means you will do a double crochet (dc) 2 rows down. So instead of doing a dc in the next chain 1 space (ch-1 sp), you will go 2 rows below and work in the stitch you skipped there (dc in skipped st 2 rows below).
