This pattern is suppose to be a Smurf style hat for my dog. It seems really simple, but I have been having nothing but problems with it. Below is the white part of the hat. I've contacted the designer and asked how many stitches I should have after round 11 and she replied that I should end up with a total of 36 sts. I end up with 28 sts.
For the life of me, I cannot get it to come out.
Someone please advise!

R :1 -With white yarn, Ch 3, 4 hdc in the 2nd ch from the hook, join, ch 1
R : 2 - 2 hdc in each hdc, join, ch 1
R : 3 - 1 hdc in each hdc, join, ch 1
R : 4 -5 - Repeat R : 3
R : 6 - 1 hdc in the 1st st, * 2 hdc in the next st, 1 hdc in the next st, repeat from st
around, join, ch 1
R : 7 - 1 hdc in each st, join, ch 1
R : 8 - Repeat R : 6
R : 9 - Repeat R : 7
R : 10 - Repeat R : 6
R : 11 - Repeat R : 7
