This is a L-O-N-G post.
I'm still not sure exactly what is giving you trouble. Let's try working through this (as much as we can in words without pictures).
2nd row:
Ch 3. Miss first 2 dc and ch-1 sp. 1 dc in next ch-1 sp. Ch 1. (1 dc in next ch-1 sp. Ch 1) twice. *(1 dc. Ch 1) 4 times in next ch-1 sp. (1 dc in next ch-1 sp. Ch 1) twice. 1 dc in next ch-1 sp.** Miss next: ch-1 sp, 2 dc and ch-1 sp. (1 dc in next ch-1 sp. Ch 1) 3 times. Rep from * 8 times more, then from * to ** once. Miss last 2 dc. 1 dc in top of turning ch 3. Turn.
Expanded version:
1. Chain 3. (This will be a substitute for a regular dc.)
2. Skip the first 2 dc and the first space that was created by a "chain 1" of the previous row (notated as "ch-1 sp"). Find the ch-1 sp after that and work a dc in that. Chain 1.
3a. In the following ch-1 sp, work a dc; chain 1
3b. In the next ch-1 sp, work a dc; chain 1 (that's now "twice")
*
4. All in the next ch-1 sp:
a. dc, ch1,
b. dc, ch1,
c. dc, ch1,
d. dc, ch1 (that's a total of 4 times, all in that one ch-1 sp)
5a. In the following ch-1 sp, work a dc; chain1.
5b. In the next ch-1 sp, work a dc; chain 1 (that's now "twice")
6. In the next ch-1 sp, work a dc.
**
7. Skip the following ch-1 sp, the next 2 dc and the next ch-1 sp.
a. In the following ch-1 sp, work a dc; chain 1
b. In the following ch-1 sp, work a dc; chain 1
c. In the following ch-1 sp, work a dc; chain 1 (that's a total of 3 times)
Now go back to * and repeat everything to the end (that is, steps 4 through 7c) 8 more times.
After that, go back to * and repeat everything down to the ** (that is, steps 4 through 6), then skip ahead to the next instructions.
8. Skip the last 2 dc.
Find the "chain 3" (which substitutes for a dc): When you started row 1, you worked the first dc in the 4th chain, so there are 3 chains left unworked. Work a dc in the top of that. Turn.
If you still have problems, could you tell us which step is causing you trouble?

For ripple patterns, careful counting of stitches is the most important thing so all the peaks and valleys line up.
What instructions are you having trouble with?
