Proper gauge trouble

I have recently started crocheting clothing. When I prepare a gauge sample, I find it never works out correctly no matter how I adjust my needles. I find that I have to use a smaller sized needle to obtain the proper stitch across (e.g., 16 sc=4") but I'm always too large on the height (10 dc rows=4"). What am I doing wrong? I'm using the exact yard each pattern calls for but my projects all come out too large. I then tried using the smaller pattern size (small instead of medium) and it comes out too small. :(

When my stitches come out too tall, usually it's because (1) I draw up loops too tall (as in sc), or (2) I let yarn-over-hook loops come too far up the shank of the hook (as in dc).

When I keep my loops closer to the edge of the fabric, my stitches shorten and I make gauge more easily.

If necessary, I hold the shank closer to the hook end and make smaller motions when drawing up or doing a yarn over.

Hi CA, Maybe a different yarn may help. I make a baby outfit and always have to use Baby Sport Weight because I have trouble if the yarn is too soft...it just gets bigger and bigger. Hope this helps...All the best, Jane R
