Skill Level on Pattern Marked Easy +; This is NOT the case!

PLEASE HELP!
I have been crocheting for 2 yrs. now and can crochet the different stitches nicely (I have been told). For this project (taken from Crochet magazine; Windmill Bag) I bought the beautiful yarn the pattern calls for and can and even enjoy stitching the FRONT and BACK POST SINGLE Crochet, the problem I have is the half-double crochet row, every other row, and the row starting off the fpsc and bpsc row starting and ending with a sc. This all tends to make the material ease to the right. I count stitches each row (I'm only dealing with 22 stitches each row).

In a nutshell: The pattern is: ch 23, hdc in 3rd ch from hook (first 2 chs count as first hdc) and in each ch across, turn. (22 hdc).
Row 2 ch 1, sc in first st, [fpsc around next st, bpsc around next st] across, ending with sc in last st, turn.

Basically the next row is hdc, then bpsc; fpsc, etc,. until you have a strip 22 inches long. Fasten off. You make 4 of these.

My problem is the material tends to veer off to the right. What can I do? I really want to make this special bag?
