How do you figure the number of stitches across the sides of an afghan when the pattern calls for more stitches than the number of rows you have

how to crochet uneven borders for afghans

Depending upon what stitch you used to make your afghan, you do not necessarily have one stitch for one row formula. If I have rows of tc, or even dc, it might be two or three stitches to the row.
Assuming that you worked your afghan in sc only, and the border does not have a stitch pattern, I would work as many stitches on the sides as would give me a smooth border. If my border has a stitch pattern, I would figure out how many multiples come close to the number of stitches I need for a smooth border and then work that number.
Without a little more information from you on what your border stitch pattern is, it is difficult to give you more specific information.
