Please help with reuseable gift bag pattern

Reusable Gift Bag (to crochet)

I understand most of the instructions except for the second half of round 1. When I work into a chain I work into both loops (unless instructions specify to work only into one loop of it). So, when it states to work into remaining loops of foundation ch (I don't have any loops to work into).

INSTRUCTIONS

Beg at base, ch 34.

1st rnd: 1 dc in 4th ch from hook (counts as 2 dc). 1 dc in each of next 29 ch. 3 dc in last ch. Working
into rem loops of foundation ch, work 1 dc in each ch to last ch. 3 dc in last ch. Join with sl st to top of ch 3.
66 dc.

2nd rnd: Ch 3 (counts as dc). 1 dc in each dc around. Join with sl st to top of ch 3.
Rep 2nd rnd until work from beg measures 13 ins [33 cm].

Shape handles: Next rnd: Ch 3 (counts as dc). 1 dc in each of next 7 dc. Ch 17. Miss next 17 dc. 1 dc in
each of next 16 dc. Ch 17. Miss next 17 dc. 1 dc in each of last 8 dc. Join with sl st to top of ch 3.

Next rnd: Ch 3 (counts as dc). 1 dc in each of next 7 dc. 1 dc in each of next 17 ch. 1 dc in each of next
16 dc. 1 dc in each of next 17 ch. 1 dc in each of last 8 dc. Join with sl st to top of ch 3. 66 dc.

Next rnd: Ch 3 (counts as dc). 1 dc in each dc around. Join with sl st to top of ch 3. Fasten off.
Weave ribbon through rnd as shown in picture.

Gift Bag Pattern

On the foundation chain, there are three pieces of each chain.

There are two strands on the top of the stitch and one at the bottom. You put your needle into the middle, between the top two and the bottom one.

The bottom strand of yarn is the 'reamining loop' that they are talking about. This is a common way to create a round of crochet.
