Decrease one stitch on each end of a row.

Now work the next 9 rows as is and on the 10th row decrease again. Work another 9 rows and then on the 10th row decrease again. This gives you the "then on every 10th row 2X."

Usually there would be some indication of how many rows to work before you start increasing but if, say, you are doing some shaping to create a waist, it could be that after you do your last decrease row, on the very next row you start your increases. If so, do an increase row, work 9 rows then do another set of increases on the 10th row, work 9 rows then do another set of increases on the 10th row. this will give you the "Then inc 1 st each side every 10th row 3X."

Basically, you are reducing down some stitches and then going back up to your original stitch count.
