hi!
please help me with this pattern(skirt)
the pattern says that Skirt is worked in rounds.
Round 1 (Right Side): Ch 3 (counts as dc here and
throughout), dc in each ch around;
after i make ch3 what i have to do? where i have to put my hook? in to the second stich?or i have to skip the first stich and work in the second so i count the ch3 as dc?

Yes, you are correct. You would make your ch-3 and begin your series of dc in the second stitch. You'll be able to tell the difference between the ch-3 and the dc stitches, and you'll basically dc in the tops of the dc's from the previous round.
chain 3 and skip the first stitch of the round
A double crochet counts as an eqiuivalent of 3 chains, so you insert your hook into the fourth chain from the hook on round 1. Chain 3 at the end of round 1 brings your work to the height of the next row and counts as the first stitch, so you enter your hook into the second stitch after chain 3 (skip the first stitch). This is a standard for all stitches taller than two chains. You do not skip the first stitch if you are working single crochet or half double crochet stitches. Look at the resources on this web site. There is a table for number of chains for each stitch and whether or not to skip the first one.
