I'm guessing your question is how many you should chain to get started.
It's possible the pattern is calling for 294 + 3 + 1 = 298 ch, and tried to explain what the last few sts would be used for. But it's a poor way to write a pattern.
As many have said, I recommend you chain more than you need to make sure you have enough - in this case maybe 310 or so. You can undo the extra chains later.
