Row 3: Ch 1, turn; working behind ch-2 sps, 2 sc in each sc across: What does working behind mean this is in bold print.

It looks like on previous rows you did some single crochet stitches and some chain-2's. Pull the chain-2's toward you and work the stitches (2 sc) in the sc's that are behind the chain-2's.
