Pattern Problem

This pattern is suppose to be a Smurf style hat for my dog. It seems really simple, but I have been having nothing but problems with it. Below is the white part of the hat. I've contacted the designer and asked how many stitches I should have after round 11 and she replied that I should end up with a total of 36 sts. I end up with 28 sts.
For the life of me, I cannot get it to come out.
Someone please advise!

R :1 -With white yarn, Ch 3, 4 hdc in the 2nd ch from the hook, join, ch 1
R : 2 - 2 hdc in each hdc, join, ch 1
R : 3 - 1 hdc in each hdc, join, ch 1

Trouble with pattern

I have a pattern that starts with chain 2 and in second chain from hook, do 8 single crochets and join, then chain 1 and in same space sc decrease, ch 1, around. The problem I am having is that it is supposed to divide into 8 equal sections for the next row but it does not, because of the extra stitch that happens at the original join site. Should it have read, ch1 then 7 single crochets?

Ruffling

I'm pretty new with this crochet stuff and I'm having trouble understanding pattern instructions. And everyone says, "why am I not surprised." Well, I've been trying to complete a doily (any doily pattern without watching a youtube video) but after about 3 or 4 rounds I get massive ruffling. It really looks like I'm following the pattern right but obviously not. Is this a typical problem?

hook size

I have a fingerless glove pattern using Bernat super soft bulky yarn. This yarn suggests using an 8mm hook. I cannot find an 8mm hook. Every store I have checked only carries either 6 or 9. How would I adjust the pattern if using a size larger hook? If it helps, the pattern is for ages 6 to 8.

Need help with lace pattern turn instructions

Am trying an advanced lace project for first time and the instructions for first two rows have a component I have never seen before. Example: .Row 1 .....*sc in next 7 ch, ch 7, skip next 5 ch; repeat from * to last 4 ch, sc in last 4 ch, turn - 6ch-7sp. On Row 2 you Ch 1, sc in first 3 sc.... which makes sense except for that final instruction from row 1 - "turn-6ch-7sp". Can someone explain how I incorporate those stitches after I turn row 1?
