The easy part is skipping the stitch and doing your dc in the next stitch. That's exactly what it sounds like.

Now rotate your left hand toward you so that you can see the back of your work. Keep your hook at the back of your work and yo just as you would for any dc, but jiggle it into the space to the right of your newest stitch and insert the tip of the hook into the skipped stitch from the front as usual (this is rather awkward) and work your next stich. It wil seem as though you are doing a double yo when you move your hook tip to the front of the stitch, but once you get it inserted you will see that you are set up for a dc.

If you are using fine yarn and a small hook, it may be a little difficult to see the skipped stitch, but once you do the first one, you'll be able to feel your way into the subsequent stitches more easily.
