I don't understand this granny square

Round two reads: ch 3 turn, (2dc, ch1, 3dc) in first ch-1sp, (3dc,ch1, 3dc) in next 3 ch-1 sps; join with slip st to first dc, finish off: 24 dc and 4 ch-1 sps.

It is supposed to be round 2 of the square, but if I work in only the first 4 chains then it is not a flat round circle like it needs to be.

Can someone help me? I can not understand these instructions. I am trying to make the Granny Ripple on page 63 from the leisure arts 40 favorite ripple afghans book. And these instructions are for round two of the bottom panel, just in case anyone has the book.
