help with pattern for puff ripple afghan

Hi everyone. I am trying to make a ripple afghan with puff stitches, but there are some lines in the pattern that I don't understand.
The pattern is Royal Ripple from a Red Heart Afghans book.
Row 4 is where the puffs are made
At row 5 is says to
"Work 2 sc in first dc, sc in next dc, * (sc in next ch-1 sp, sc in top of puff st) 4 times, sc in next ch-1 sp, sk 2 puff sts (sc in next ch-1 sp, sc in top of puff st) 4 times, sc in next ch-1, 5 sc in top of puff st, rep from * across, ending with sc in last ch-1 sp, sc in last dc, 2 sc in top of ch-3, ch 1, turn

from hook, 8 sc, 3 (4) hdc, 4 hdc in last
ch, 3 (4) hdc down the other side of foundation

Please help with reuseable gift bag pattern

This pattern is by Lily Sugar'n Cream
Reusable Gift Bag (to crochet)

I understand most of the instructions except for the second half of round 1. When I work into a chain I work into both loops (unless instructions specify to work only into one loop of it). So, when it states to work into remaining loops of foundation ch (I don't have any loops to work into).

INSTRUCTIONS

Beg at base, ch 34.

1st rnd: 1 dc in 4th ch from hook (counts as 2 dc). 1 dc in each of next 29 ch. 3 dc in last ch. Working
